Gushegu NDC calls out their MP for non-performance

The largest opposition National Democratic Congress (NDC) in the Gushegu Constituency has described the member of parliament of the area, Hon Alhassan Suleimana Tampuli, as the worse performing MP in the history of the constituency.

According to the NDC, the NPP lawmaker Alhassan Tampuli throughout his two years in charge of the constituency has performed poorly across all sectors.

The NDC in Gushegu made these claims in a press statement to assess the performance of the MP in his two years in office in all sectors including education, health, road infrastructure, energy, agriculture, youth and women empowerment, sports and many others.

They said the Deputy Transport Minister had failed to honor a single campaign promise he made to the people of Gushegu before the 2020 general elections in all the sectors.

“It is crystal clear that Hon. Alhassan Sulemana Tampuli, MP for Gushegu Constituency has performed abysmally and therefore needs to be voted out of parliament together with his failed NPP government come December 2024”, the statement said.

PRESS CONFERENCE TO BE ADDRESSED BY THE COMMUNICATION OFFICER OF NDC FOR GUSHEGU CONSTITUENCY, ABDUL KUDUS MANKURILI, ON THE ABYSMAL PERFORMANCE OF MP FOR GUSHEGU, HON. ALHASSAN SULEMANA TAMPULI IN HIS TWO (2) YEARS IN OFFICE AS MP

Good morning, ladies and gentlemen of the media.

We welcome you all to this important press conference and commend you for honoring our invitation on such a short notice. The NDC is very grateful.

We have invited you here to officially communicate and inform the constituents of Gushegu and the Ghanaian public on the abysmal performance of the MP for Gushegu, Hon. Alhassan Sulemana Tampuli in his two (2) years of stay in office as MP for Gushegu. Ladies and Gentlemen, we shall recount to the good people of Gushegu constituency and the general public, the promises then-candidate Tampuli made prior to the 2020 elections and the glaring failure by him to fulfill them now as MP for Gushegu.

INFRASTRUCTURE

Ladies and Gentlemen of the media. As a rural constituency, infrastructure is one of the key ingredients Gushegu constituency needs for its steady growth and development. This is the reason why infrastructure became a major campaign tool during the 2020 election campaigns. Lawyer Tampuli made a lot of promises in this regard. Some of them included; construction of major roads within the constituency including the Gushegu town roads, completion of on-going roads, maintenance of roads already constructed, renovation of dilapidated CHPS compounds, renovation of dilapidated school blocks, convert all open dams to boreholes and fixing all faulty boreholes, assist residents to construct and have access to toilets facilities and also provide a community center for Gushegu township and among others comprising fixing pavement blocks on the Gushegu town market square and construction of lorry terminal station in Gushegu town. Ladies and Gentlemen of the media. I will like to emphatically and unequivocally state that about 80% of these infrastructure promises are still unfulfilled.

In effect, the MP for Gushegu, Hon. Alhassan Sulemana Tampuli has failed to fulfill the infrastructure promises. As witnesses too upon your arrival to town this morning, the Gushegu town roads are still in

its dilapidated and ramshackle state and are even worst and unmotorable during the rainy season, then ongoing roads literally got halted after the December 2020 elections, there is currently no maintenance work on any already existing roads, Tamale-Karaga-Gushegu road which started in 2016 under president John Mahama is still uncompleted after six (6) years the NPP government assumed office. Only Damankung CHPS compound out of the numerous highly dilapidated CHPS compounds was renovated by Tampuli and the NPP government. No open dam is converted into a borehole and the faulty boreholes are left unfixed, as for Tampuli promise of assisting residents to construct and have access to more toilet facilities, the least said about it the better. Not even a single resident in the constituency is assisted by him to have a toilet facility constructed, even the three (3) modern toilet facilities the former MP, Dr. Iddi Ziblim started at Gariche Fong, Nakohigu Fong and Kunnaayili are still left uncompleted by Lawyer Tampuli.

I must say that currently as we are addressing you the media, the MP and the MCE cannot step their feet in Gariche fong because they selfishly without any consultation demolished their only available public toilet. This compelled the whole area to resort to open defecations. Still on infrastructure, his promise of constructing a modern community center for Gushegu Township remains a scam as he woefully failed to even complete the existing uncompleted Gushegu town community center which the erstwhile Mahama government started. He also failed to complete the Gushegu smock factory started by Dr. Iddi Zilim which he (Lawyer Tampuli) promised completing and naming after his uncle, then MP for Gushegu whom (most of you know) he literally chased away.

Finally, the Gushegu lorry terminal station which Hon. Tampuli cut sod for in July 2022 and was supposed to be completed in December 2022, within six months, according to him is still at foundation level. In effect, on infrastructure, he has failed woefully and abysmally in fulfilling his own promises.

EDUCATION

Ladies and Gentlemen of the media. Education remains one of the surest ways of bringing development to every constituency and Gushegu constituency is no exception. On education, the then-candidate Tampuli made so many promises including eradication of schools under trees by constructing more classroom blocks, renovating existing school blocks and teacher’s quarters in deplorable state, constructing a Senior High School, providing teaching and learning tools (such as furniture, laptops, exercise books, mathematical sets, etc. to ensure Quality Teaching and Learning), ensuring that more trained teachers are posted to the constituency, and organizing sensitization programs to facilitate child and adult education in the constituency with female education given priority among others.

Ladies and gentlemen of the media. Since lawyer Tampuli became MP for Gushegu, he has not constructed a single school block in the constituency. So, his promise of eradicating schools under trees remains a scam as Zori-Yapala JHS, for instance, is currently learning under trees because they have no classroom block. It is imperative to note that the Mills/Mahama NDC government constructed over fifty-one (51) 3-unit and 6-unit classroom blocks and over twenty (20) teacher’s quarters across the Gushegu constituency. Even the Gaa teacher’s quarters he promised completing during the elections is still left uncompleted.

On the renovation of deplorable school blocks, the Hon MP, Lawyer Tampuli is yet to refurbish even one as the MP for Gushegu amidst availability of several of them.

The NDC Communication Bureau led by my humble self, continues to remind the MP about existing deplorable school blocks for renovation but they always fall on deaf ears. Among such dilapidated and deplorable school blocks include Gushegu MA JHS which he promised to fix since July, 2021, Marikazia primary school, Watania primary school, and several schools in the villages and the Konkomba communities including Damdaboli primary school, whose roof got ripped off since September 2017, about which I recently reminded him few days after the 2022 Farmers Day Celebration. Can you imagine that most schools in the Gushegu constituency are sitting and learning on bare floor in the classrooms? Even in Gushegu town, most schools including JHS have students sitting on the floor. Daily guide and Ghana web recently published Demonstration JHS students sitting and writing terminal exams on the floor after we exposed it on social media. How then can students learn effectively under this sorry state? This and many others are reasons why quality education in the municipality keeps dwindling and declining yet the MP is adamantly unconcerned. In addition, his promise of constructing a Senior High School remains a scam and thus unfulfilled. This, in effect, discloses that most of the promises the MP made to the people on education are still unfulfilled.

Ladies and Gentlemen of the media. It is worthy to reveal that about 80% of all schools in the Gushegu municipality from KG, Primary schools, Junior High Schools, Senior High School and the only Tertiary institution in the municipality, Gushegu Midwifery and Nurses Training College were established and constructed by the NDC government. In effect, the NPP government and Hon. Tampuli have performed abysmally on education in the municipality.

HEALTH

Ladies and Gentlemen. Health remains an essential aspect of human life. For a man to live and work effectively, he must be healthy. Therefore, health is wealth as our forefathers will put it. So on the health sector, then-candidate Tampuli in the lead up to the 2020 elections made several campaign promises including provision of more health facilities across the constituency, provision of medical equipment to healthcare centers to aid in saving more lives, collaboration with management of the healthcare centers to ensure constant supply of medicines and other materials for efficient service delivery, and increase the number of ambulance services in the constituency and among others.

 Ladies and Gentlemen of the media. Healthcare under the MP leadership of Hon. Tampuli has become so poor that many people have lost interest in visiting public health facilities for their health needs. The Gushegu government hospital has become a white elephant with no hope for patients. Most patients especially in the children and maternity wards are always lying on the bare floor because there are no adequate beds. Patients in the hospital are often instructed to go and buy medicines upon prescription including basic drugs like paracetamol and so on.

The fridges at the mortuary in the Gushegu Government Hospital are not functioning and thus are faulty. Prior to the 2020 elections, then-candidate Tampuli in his own words brought in a Team of Health Experts to assess the Hospital so that he can furnish the Hospital and replace all the broken equipment and machines. Since these so-called Health Experts left Gushegu in 2020, they are yet to return to fix the broken machines including the faulty mortuary fridges.

Ladies and Gentlemen of the media. Can quality Healthcare therefore be accessed in a Health Facility like the Gushegu White elephant Hospital? Since Lawyer Tampuli assumed office as MP for Gushegu two years now, he has not constructed even a single CHPS compound. In the six years of the current Akufo Addo NPP government, they have built only one CHPS compound at Nayugu in their first 4 years which is still not even operational, and one clinic at Zinindo. Meanwhile, in the last eight years of the Mills Mahama NDC government, nine CHPS compounds were constructed with six of them at Zamashegu, Nabuli, Gaa, Kpanashe, Bogu and Nawuhugu respectively being operational, one at Yishe completed and was yet to be commissioned and two of which one each at Zanteli and Wakpang was at various stages of construction.

Ladies and Gentlemen; it is cogent to underscore the fact that, since then, neither has the NPP in the last six years with the two years of Hon. Tampuli as MP made the Yishe CHPS compound operational nor completed the Zanteli and Wakpang CHPS compounds.

Moreover, Hon. Tampuli’s promise to increase the Ambulances in the constituency is in limbo. Even the only ambulance available to the Gushegu Hospital is not operational for several months now because it broke down and needs maintenance. Apparently, referral cases on emergency at the Gushegu Government Hospital have become an albatross around our necks. Can you imagine the number of lives that can be lost as a result of the unavailability of the ambulance? And what is the MP, Hon. Tampuli doing about it? Need I remind the Hon. MP about the Casual Health workers he promised jobs at the Gushegu Hospital after using those innocent people for votes? They are waiting angrily for him, come 2024!

ENERGY

Ladies and Gentlemen of the Media, Energy sector is another very important area in the development of every constituency. This was the reason why the NDC government under the late president Jerry John Rawlings saw and appreciated the need to extend electricity all the way from South to the Northern Regions. This move by President Rawlings was vehemently opposed by the late Addo Boahene of NPP who thought reducing Kerosene for Northerners to continue to use lanterns was what Northerners deserved. It is important to note that, NDC government brought electricity and extended it to all District Capitals in the North including then Gushegu-Karaga District.

The previous NDC governments made sure that electricity was extended to all the major towns and communities across all the four zones in the then Gushegu District. This move by the NDC was to facilitate easy further extensions to all the villages within the four thematic zones. This clearly explains why about 70% of all the towns and villages connected to the National Grid in the current Gushegu Municipality was done by an NDC government.

Ladies and Gentlemen of the Media, I will like to set the records straight on the recent claims by the MP and his communicators that they have connected close to over 20 communities to the National grid. Yes, governance is supposed to be a continuous process. But then when you benefit greatly from projects started by your predecessors, they deserve to be credited and commended if indeed you are honorable. Those purported connected communities were greatly started by Hon. Thomas Kwesi Nasah and Hon. Ziblim Iddi. For instance, Rural Electrification Project in communities like Yishe, Dayugdigili, Zoriyapala, Sampemo and Tindang were started under Hon. Thomas of NDC. Also, Dr. Ziblim Iddi supplied poles and cables to communities like Bilsinga, Salaa, Digibila, Kanshegu and Kpalipalla and part of Kpalgu. So, isn’t it extremely unfair for Lawyer Tampuli to unilaterally and selfishly claim credit for them alone without crediting his predecessors? Lawyer Tampuli promised of working with NPA to ensure supply of LPG cylinders to the constituents of Gushegu, so that we can avoid using charcoal and fire wood. He has failed in that regard too. Has he forgotten that even when he was NPA CEO he could not supply even a single LPG cylinder to Gushegu constituency? 

Ladies and Gentlemen of the Media, in the last erstwhile Mahama NDC government, thousands of LPG cylinders were freely supplied to the good people of Gushegu Constituency to reduce the dependence on charcoal and firewood for domestic use. So, if he was CEO of NPA and could not help the good people of Gushegu in that regard, what then can he do now when he is just MP?

Ladies and Gentlemen of the Media, our elders say that the one who sets fire in the kitchen deserves commendation and needs to be credited and not the one who fetches the fire. Therefore, the NDC deserves credit and commendation for extending electricity all the way from the South to down North including Gushegu constituency. God bless the NDC government.

AGRICULTURE AND COST OF LIVING

Ladies and Gentlemen of the Media, Agriculture is the production of food and the rearing of animals. It is the backbone of the Ghanaian economy and the economy of Gushegu is no exception too. On Agriculture, promises Hon. Tampuli made included: provision of Agricultural Mechanization Center, consistent supply of Agricultural inputs through Farmer Based Organization (FBO) and private dealers, facilitate provision of Agro-processing equipment like shea-processing machine, rice and corn milling machines and provision of silos at vantage points to aid in the proper storage of farm produce.

Ladies and Gentlemen, there is no Agriculture Mechanization Center established by Hon. Tampuli anywhere in the whole Gushegu Municipality. The Government through the Gushegu Municipal Assembly procured five Farm Tractors for use by farmers in the constituency. Hon. Tampuli upon realizing his failure to honor his campaign promise and because he single-handedly planted this current incompetent Gushegu MCE, quickly came and took credit for the government’s procured five Tractors. I therefore want to assure the good people of the constituency that when the NDC comes back to power in 2025, Insha Allah, we shall recollect all the Tractors back to the Gushegu Municipal Assembly for their intended purposes. Also, the MP has failed to provide any silo for the constituency as he promised. The only modern silo of huge capacity in existence in Gushegu for use by farmers was built and established by the Mahama government. That silo can be located at the premises of the Gushegu Municipal Agricultural Directorate near the police station and directly opposite the NDC established Gushegu Nursing and Midwifery College.

He also failed to facilitate the provision of agro-processing equipment like shea-processing machine, rice and corn milling machines. The NDC therefore is assuring the good people of the constituency that such agro-processing equipment plants shall be established in the constituency to help farmers. In the 2022 farming season in Gushegu constituency for instance, farm inputs like fertilizers, sowing seeds, and chemicals like weedicides, herbicides and pesticides were not readily available for farmers; consequently, the scarcity of the aforementioned farm inputs made their prices too costly for farmers to afford. This clearly explains why there is low farm produce realized by farmers this year. The Hon MP therefore failed in his promise of ensuring consistent supply of agricultural inputs through Farmers Based Organization (FBO) and private inputs dealers. As for the failed NPP government planting for food and jobs program, the least said about it the better. It is the failure of this critical program that resulted to the current excruciating and unbearable economic hardship that Ghanaians are painfully going through. Generally, the constituents of Gushegu are feeling the heat of the mismanaged economy by the Akuffo Addo-Bawumia government, which resulted to the current unbearable high cost of living due to the high inflation rate of 54.1% and the broke away Bawumia dollar which is currently trading at GH12.30. God save Ghana and have mercy on Ghanaians.

SPORTS AND RECREATION

Ladies and Gentlemen of the Media, there is a popular axiom that says that all work and no play makes Jack a dull boy. Therefore, Sports and Recreation are very necessary for relaxation of mind and body. In this sector, Hon. Tampuli promised of providing a modern Astroturf in Gushegu, building a community center and identifying and developing of talents across the constituency. Ladies and Gentlemen, there is no Astroturf anywhere in the constituency provided by Hon. Tampuli as promised. Football Teams in Gushegu sometimes do travel to Karaga where there is Astroturf to play football matches. Isn’t it pathetic? The puzzling question we ask is if Hon Comrade Ibrahim Mohammed Murtala of Tamale Central is building Astroturf in opposition as MP in Changli in Tamale, what makes Hon. Tampuli unable to do so especially when he claims he is the darling boy of President Akufo Addo? Is it that the development of the constituency is no longer dear to his heart? He has not also built the community center he promised. Neither did he complete the uncompleted community center the NDC government started. What a palpably glaring failure? As for his promise of identifying and developing talents, the least said about it the better. If Hon. Tampuli did not find the need to build Astroturf in Gushegu or complete the uncompleted community center, how then can he identify and develop talents? Even when the Town Teams organized local Gala Tournaments, Hon. Tampuli failed to support them when his support was sought by the organizers.

YOUTH EMPLOYMENT AND WOMEN EMPOWERMENT

Ladies and Gentlemen of the Media, Youth employment is one of the big challenges in the municipality which needs to be addressed in order to prevent social vices associated with it. Jobs in both public and private sectors need to be created to get the youth gainfully employed. Hon. Tampuli promised the Youth of jobs through collaboration with development partners, Government agencies and NGOs to provide skills development programs. He also promised to engage Financial Institutions to provide soft loans to skilled youth to enable them start or expand their businesses. It is rather very unfortunate that he has forgotten all these beautiful promises.

He has not collaborated with any development partners or Government agency or NGO to provide any skill development program nor engaged any financial institution to provide soft loans to skilled youth to enable them start or expand their businesses since he became MP for Gushegu two years ago. Is the MP waiting for 2024 to come again and splash money in the name of “Ayaaluna” to hoodwink the youth into voting for him? That clearly is unacceptable and the Youth are ever ready to teach him a bitter lesson. The Youth wants the jobs now.

Ladies and Gentlemen of the Media, on women Empowerment, the soft loans Hon. Tampuli promised them to enable them start or expand their businesses have not been fulfilled. Also, his promise of collaborating with development partners, Government Agencies and NGOs to provide Skills Development programs for the women folks has become a mere propaganda and unfulfilled. Ladies and Gentlemen, the women folks across the length and breadth of the constituency are boiling in anger for barrels of disappointments fired at them by Hon Tampuli. They say they will no longer fall for his Maggie cubes, salt and “Ayaaluna” for their children and themselves to keep suffering for another four years. Enough of the deceits! Enough of the disappointments!

CONCLUSION

In conclusion, Ladies and Gentlemen of the Media, it is crystal clear from our presentations that Hon. Alhassan Sulemana Tampuli, MP for Gushegu Constituency has performed abysmally and therefore needs to be voted out of parliament together with his failed NPP government come December 2024. The Communication Bureau of the NDC wishes to assure the good people of Gushegu constituency that the NDC shall present to them a development-oriented parliamentary candidate to be voted as Member of Parliament and John Dramani Mahama as president of the Republic of Ghana to serve the interest of the people come December 2024. Long live NDC! Long live Gushegu Constituency! Long live Ghana!
