Northern Development Authority to retrieve all debts owned the state during the operations of SADA.

Management of the Northern Development Authority has said the Public-Private Partnership (PPP) agreement between the then Savanna Development Authority (SADA) and the defunct UNIK Savannah limited, collapsed within six months owing to poor management.

Acting CEO of the Authority, Dr. Abdul Majeed Haroun who described the agreement as “gain-and-collapse” masterplan said UNIK Savannah had demonstrated clear inability to recover payments from beneficiaries and that it was deliberately orchestrated for personal benefits.

Per the contractual agreement UNIK Savannah was to procure 5,000 tricycles at a cost of $9,500,000, assemble and retail these tricycles through their marketing officers via a credit system process.

Out of the 5,000 tricycles that were imported, 3,000 were assembled and out of which 2,239 were sold and 732 left under unfriendly weather conditions.

Currently, about 2,000 unassembled tricycles have been abandoned and rusting away within the premises of the Northern Development Authority. 

At a press briefing in Tamale, the acting CEO of NDA, revealed that marketing officers of UNIK Savannah were fingered in fraudulent inclination after they reportedly refused to account for huge sums of payments they received from beneficiaries.

He said monies that were expected to be paid into a special bank accounts to amortize a letter of credit guaranteed by the authority were never paid thereby plunging SADA into huge debts.

The acting CEO also accused management of SADA of failing to anticipate the storage facility needs for the large consignment and no proper facility was provided for the assembled tricycles leaving them under the mercy of the weather.

He revealed that, a recent audit by the State Transport Company (STC) indicated that, the tricycles had suffered over 60 percent depreciation.

A Deputy Chief Executive Officer Stephen Yir-EruEngmen said with advice from the board, the NDA has commenced investigations to unveil and retrieve all debts owned the state during the operations of SADA.
