Chiefs of Diare traditional area demands creation of a new constituency

The Chiefs and people of Diare traditional area in the Savelegu Municipality have appealed to the government of Ghana to consider creating a new constituency for them.

According to the chiefs, the area has 8 eight (8) distinctive paramountcy pay allegiance  to the Ya-Naa and each of these paramountcy has a number of towns and villages under them. They indicated that the population of Diare is enough to warrant the creation of a new constituency.

The chiefs in a press statement copy to Diamond News also indicate that, creation of new constituency out of the existing Savelugu constituency would go a long way to transforming the communities in the area and also ease the pressure on Savelugu constituency in terms of development.

PRESS RELEASE BY THE CHIEFS AND PEOPLE OF DIARE AND ITS ENVIRONS ON THE NEED TO CREATE A CONSTITUENCY FOR THEM

With reference to the heading above, we wish to respectively and formally appeal to your good office to create a constituency for the people of Diare and its environs .The said constituency we wish may take its boundaries from Nabogu to Kukobila which have eight (8) distinctive paramouncies (Diare, Saakpuli, Zosali, Pigu, Gushei, Tuunayili, Dikpungni and Nyimbungu).All these paramouncies are allegiant to the Ya-Naa . Each of these paramouncies has a number of towns and villages under them. Our population in the said area is enough for the creation of a constituency.

The area has very vast land for both livestock and crop production with an average annual rainfall of 600mm which is considered enough for a single farming season. There are also tourist sites such as Saakpuli slave market, Tuunaayili , the former seat of the old Dagomba kingdom, Yoggu, which is said to be the chief priest first settled long ago and the oxbow lake at Zonchangni.

Considering the simple analysis below, per the outcome of 2010 National Population and Housing Census (NPHC), Diare, the second largest town in the Savelugu – Municipality recorded a total population of 12,666 (Diare township alone) with a 4.3 annual fertility rate. This number fare exceeds that of the population of Kumbungu and Tolon altogether. They recorded 4,656 and 3,753 respectively (source Ghana Statistical Service).

If one is to consider the population of some other towns in this same zone from the same Statistical service Department data, for instance.

Dipali recorded 1,932, Nabogu recorded 1,677 Zosali recorded 1,532, Gushei recorded 1,530 and Nambagla recorded 1,341.These numbers when added to  the 12,666 in Diare Township will total 20,679 people.This excludes the people of Nakpanzoo, Tigla, Tuunaayili, Gbanga, Dinga, Kukobila, kukobila – Tamaligu, Adayiy, Yogu, Wawani, Dikpungni, Saakpuli, Kukobila – Tamaligu Adayili, Yogu Wawni Dikpungni, Saakpuli, Sana, Safam, Disiga, Gona, Tishe and Many other villages.

Fairly, the population of the above area would have been a little over 42,000 as at 2010.this figure is comparable to a constituency whose total population is 39,341 with 3.6 fertility rate as at 2010.Reference to Kumbungu as a district and a constituency .Roughly, if we all grow at the same rate, our population will still be greater than theirs as now. Needless to say, we have a higher fertility rate (4.3 against 3.60.

Your Excellency, the President of the Republic of Ghana. We are of the powers vested on the Electoral Commission of Ghana to create constituencies but we are particularly appealing to you as our president to exercise the powers of your good office and your strong life in parity to create the constituency for us.

Additonally, article 47 (5) of the constitution stipulates the criteria for the creation of constituencies and mandates the Electoral Commissions to review the division of  Ghana into constituencies at intervals of not less than seven (70 seven years or within twelve (12)  months after the publication of the enumeration figures which is earlier ; and may; as a result alter the constituencies.

The creation of this new constituency is the surest means of providing us out fair share of the national -cake and also a means to ease Savelugu  constituency of pressures in terms of development, Besides, the capital (Savelugu) is quite far from us (the people in these areas), for instance Savelugu to Diare is 28 Kilometers to Savelugu is 27 kilometers .One does not talk of how distant it is rom Gona to Kukobila.We in these areas are large size of the constituency. Hence, the need for the new constituency.

Lastly, we the chiefs and the people of Diare and its environs strongly believes that, with the catalogue of the convincing reasons adduced for resolution to petition your high office for the creation of a new constituency for us will be treated with the sense of urgency it deserves.
